It seems that when they were added to neo-skyridge they were mistakenly added to base-neo as well.
They were added to Base-Neo because they’re all reprints of Base-Neo era cards. (Dark Ivysaur and Dark Venusaur were both printed as Neo-era promos in Japan, with the old card backs and templates.)
I didn’t realize dark ivysaur/venusaur are only on tcgone with the new templates. Rocket’s sneasel and Rocket’s scizor should still not be legal though
