Victory Medal is missing from the database. It is legal in the 2008, 2009, and 2010 formats.
I think that the formats for a year are intended to match the worlds formats, where japanese exclusives aren’t legal I think, but it could be added to dpp format, along with miracle diamond and mysterious pearl, since other exclusives were added to ex block format.
You’re thinking of Victory Ring. Victory Medal was legal internationally. You can see all the English prints here.
