Base-rocket and base-gym currently allow super energy retrieval which was only in the format in Japan so it looks like tcgone wants to allow japanese exclusives in this format and to make that consistent the following cards are in the tcgone base-neo format and were released before the team rocket expansion in japan and are not legal in base-rocket on tcgone: flying pikachu, surfing pikachu, slowpoke (unnumbered promo)
same thing for base gym challenge:slowpoke (unnumbered promo) maril (wizards promo 29) togepi (wizards promo 30)
