EDIT (assuming it lets me submit an edit): Looking into it more, the problem is the EN translation of Rocket’s Minefield Gym is more mistranslated than you probably realized. “Whenever a player puts a Basic Pokémon onto his or her Bench from his or her hand” doesn’t quite exist in the original text, it’s more whenever any Basic Pokémon is played from the hand to the Bench. It’s intentionally phrased to combo with Minefield Gym.
