Not a bug. WOTC RULING:
Q. If you use an Erika’s Perfume to put basics onto your opponent’s bench with Rocket’s Minefield Gym in play, does your opponent have to flip a coin to see if they take damage?
A. Nope… Erika’s Perfume says YOU put a Pokemon from your opponent’s hand. For Rocket’s Minefield Gym, THEY have to put it in play themselves. (Feb 8, 2001 WotC Chat, Q20)

According to ポケモンWiki this combo should work. Should probably get into the practice of double-checking the translations before checking what WOTC said. (Having said this I just tried to looked into it and not obvious to me. Ask a JP player to double check.)

EDIT (assuming it lets me submit an edit): Looking into it more, the problem is the EN translation of Rocket’s Minefield Gym is more mistranslated than you probably realized. “Whenever a player puts a Basic Pokémon onto his or her Bench from his or her hand” doesn’t quite exist in the original text, it’s more whenever any Basic Pokémon is played from the hand to the Bench. It’s intentionally phrased to combo with Minefield Gym.

Always defer to rulings from Japan over literal text or Compendium rulings. This should trigger a coin flip.
