@championoffun is correct. Based on the ruling from the era, while players can generally evolve a Pokémon on their turn that had been benched during their opponent’s turn, players cannot evolve a Pokémon on their first turn. (I believe Eevee’s Energy Evolution may create an exception, however.)

This ruling has always been an interesting point of discussion, so it may be worth confirming it with Japan’s official rules. @nobu is knowledgeable of these rules and may be able to help.
