This is indeed a bug. The damage calculation process for Gen 1, as explained in Official Book 2000, should work like this:

Step 1: Calculate the base damage, which, for Jab, is a straight 20.

Step 2: Not applicable.

Step 3: Not applicable.

Step 4: Apply the effect of Resistance, which drops the damage from 20 to -10. Note that, mid-calculation, it is acceptable for damage values to drop to or below zero without stopping the calculations.

Step 5: Apply the effects of the two PlusPower. The damage being dealt rises from -10 to positive 10.

Step 6: Not applicable.

Step 7: Not applicable.

Step 8: Not applicable.

Final damage dealt: 10.

I know the Game Boy game isn’t without its own bugs, but FWIW, I’ve tested this interaction on the Game Boy game, and it works exactly the way I just described.
