This is not a bug. This is how Erika’s Bellsprout was always supposed to work according to @JasonKlaczynski and his sources. If you read the description below the Pokémon Power in the information view when the card is in play you’ll see this errata mentioned briefly at the end. We are hoping to make errata like this more visible in the future.

For good measure I have also independently verified that in the Pokémon Power’s description in the Pokémon Card Official Book 2000 (the silver bible) the description is restated in simpler language where it says:

You can use this power once on your turn. Select two [G] Energy cards attached to a Pokémon on your field, and attach them to this card. This power cannot be used when this card is Asleep, Paralyzed, or Confused.

The only way to only move one Grass Energy is if the Pokémon selected only has one attached.

In this case, up to was added to indicate to players that they could choose 1 if they only had 1. Unfortunately, being written this way only created more confusion as to how the card functioned.

When a card has an errata, this can be confusing, so I’ve suggested TCG ONE display a note in the game chat when a card with an errata is played.
