Chaos Gym doesn't stop Energy Removal


Even when flipping tails, Energy Removal still goes through.
The only difference is that both players can use it if tails is flipped.

Player A uses Super Energy Removal, flips tails, but still discards 1 energy and removes 2 opponent’s energy
Player B gets to use SER too because of Chaos Gym, so he also discards 1 energy and remove 2 of the opponent.
Both players have now used the same card to remove a total of 4 energy cards on the field.

Shouldn’t Player A be unable to use the card at all?


Same problem with Breeder.
